# Envoy internal beta: issuer, funds and capabilities

Evidence checked: 14 September 2026. This page describes the existing Elixir prepaid-card integration, not a future issuance program. It contains no personal account or card information.

## Who issues the card?

Elixir's published program terms identify **LivQuik Technology (India) Private Limited** as the prepaid payment instrument issuer and **Paperstack Technologies Private Limited (Elixir)** as the marketing/co-brand partner. Envoy provides the agent integration; this page does not claim Envoy holds a banking or PPI licence. [Elixir program terms](https://www.elixir.cards/terms).

The RBI payment-system-operator register lists LivQuik for QuikWallet/LivQuik PPIs, with authorization dated 8 August 2016 and displayed validity through **30 September 2026**. This is the register entry observed on the check date, not confirmation of renewal beyond that date. Recheck the register or obtain issuer confirmation before relying on continued validity after that date. No authorization-certificate number was established. ## Where are funds held?

The program terms say loaded funds are maintained by LivQuik in an escrow account and that card PPIs are backed by wallets. The escrow bank and account details have not been independently verified here. Do not describe this balance as an Envoy bank deposit. [Elixir program terms](https://www.elixir.cards/terms).

## Cancellations, refunds and disputes

The agent handles merchant cancellation through the merchant. Envoy does not cancel merchant orders, initiate refunds or promise an immediate credit.

LivQuik's PPI terms provide for refunds to the PPI for eligible failed, returned, rejected or cancelled transactions originally paid from that PPI. A cancellation request alone is not proof a refund has arrived. [Issuer PPI terms](https://www.livquik.com/ppi/terms-and-conditions/).

## What works today?

- MCP and HTTPS account/history access, plus a public CLI/SDK.
- Existing reusable card retrieval for checkout, including cardholder name when available. This does not issue a fresh or amount-restricted card. Billing address remains unavailable.
- Adding money through the existing Elixir app link, followed by a balance recheck. No automatic top-up or funding callback.
- Signed HTTPS tool responses. CLI 0.1.2 verifies them; SDK/HTTPS clients must enable verification. [Verification instructions](https://agent.envoy.money/signatures.md).

Use `get_account` to read this account's current card status, issuer limits and ECOM/international channel flags. Null means unknown. Do not infer universal international eligibility or an ability to change limits from a read response.

Not available: programmatic bank-OTP approval, issuer-supported one-tap approval, new merchant allowlists or weekly caps, charge/refund webhooks, or verified billing-address retrieval. Transaction history is an issuer success feed and does not establish complete pending/decline/settlement coverage.

A valid Envoy response signature establishes origin and integrity of that response. It does not authenticate this static page, independently prove the issuer's regulatory status, or establish merchant delivery or settlement.
